The Skills Access Programme supports eligible applicants whose learning is constrained by a documented barrier.

Scholarships and access to learning

Eligibility

Applicants must be aged 18 or over and meet the requirements of the funding round. An offer of a suitable learning place, or evidence of enrolment, may be required. Membership does not guarantee selection.

Support and selection

Read the funding round before preparing an application: it defines the available support, eligible costs, closing date and any limits on participation. Explain the learning you intend to undertake, the barrier to taking part and how the support would address it.

Applications are assessed against the following criteria:

Two reviewers assess the evidence and declare relevant interests. The assessment considers whether the plan can be carried out, not simply whether the applicant has expressed an ambition. Selection also depends on the funding available and the eligibility conditions of the round.

Apply for learning support

Decisions and payments

Applicants receive a recorded decision. Support follows a written agreement and may be paid directly to the provider. Unused or misapplied funds are addressed under that agreement.

Privacy and outcomes

Reporting is proportionate. Consent to publicity is requested separately and is not a condition of fair consideration.
